Who we are
In 1944 a public meeting was held in Oxshott in response to the wishes of the whole community to express their gratitude to those who were serving in the Second World War. At that meeting a resolution was passed to establish a Trust Fund to build a Village Centre for the "benefit of the inhabitants of Oxshott".
The Oxshott Village Centre sits on land owned by the Crown Estate who granted a 97-year lease to the OVT in 1963. The lease is currently being negotiated to extend to a 99-year lease in readiness for the new medical centre.
A Management Committee consisting of elected members, representatives of local organisations and the three trustees of the Oxshott Village Trust Fund was appointed to run the centre for the promotion of social, recreational, and cultural activities. As the Management Committee has the general control and management of the administration of the Trust Fund, its members are regarded as 'charity trustees' for the purposes of charities legislation, even though the Trust Fund is vested only in the Trustees (currently three).
Building restrictions and a lack of funds in the immediate aftermath of the war delayed the opening of the Centre until 1962. In 1979 a side extension was added to enable the local doctors to open the still existing Oxshott Medical Practice.
The current Trust is governed by a 10 strong management committee with 3 Trustees.

Why we exist
The management team run the maintenance & lettings for the Halls, the land & the medical practice.
Funds from the rental of the Halls and Doctors surgery provide a solid income enabling the OVT to fund various local activities as well as maintaining the Village Centre Halls. The current medical practice was built on the Crown Estate plot in 1979 to provide NHS services to the then 3,800 Oxshott residents.
The Trust also benefits from licencing the car parking within the grounds.

Who we benefit
The Oxshott Village Trust exists purely for the benefit of Oxshott residents for social & medical services.
The next large project that the OVT will be responsible for is the new Doctors surgery which will benefit the current & future Oxshott residents for many years to come.

The Constitution
Restructuring of the Oxshott Trust Fund
As part of the project to build the new medical centre, the management committee agreed in conjunction with OTF members to change the structure of the OTF to a Charitable Incorporated Organization (CIO) to be known as the Oxshott Village Trust. Principally to permit the OVT as a CIO to have a controlling interest in a subsidiary company which would be able to recover in full the VAT that would be charged on construction costs of the new building. This will also make the governance of the Trust more modern.
A CIO is a form of incorporation provided for by statute under Part 11 of the Charities Act 2011.

Consulting the Oxshott residents
As a charity we formally proposed the new CIO Constitution and held a consultation with Oxshott residents in the period ending 28th February 2024. There were some 80+ members that provided feedback.
An Extraordinary Meeting was held on March 18th, 2024, where those present were able to contribute & comment on the feedback.

The CIO constitution was revised as agreed at the extraordinary meeting & put forward to the Charity Commission.
When the application to form the Oxshott Trust Fund into a CIO was submitted, the Charity Commission raised a technical issue relating to the proposed objects clause, which has necessitated a mandatory change to the objects clause within the Constitution. Our proposed objects clause was considered by the CC to be too wide and vague as to its charitable purpose and the CC requested that the objects should be the same as those of the declaration of trust contained in the Crown lease of 1963 i.e. That it should include an express reference to providing a community centre. The CC then provided their standard wording for such a charitable purpose and that wording has now been included as clause 3 of the Constitution.

Please note that we have defined an Oxshott map which shows the geography where residents considered as Oxshott reside. If you reside in Oxshott and are over 18 years of age you are automatically considered a member of the OVT with voting rights.
The First OVT CIO General meeting
Thursday 19th December 2024
12noon-2pm & 5pm-9pm
At the public Extraordinary meeting held on 18th March 2024 it was agreed that a General Meeting of the new CIO would be convened within 3 months of registration of the CIO – 16th October 2024 - when all of the first trustees of the CIO would resign and, those that wish to, would offer themselves for re-election. In addition, all OVT members can offer themselves for election as an OVT Trustee.
The current CIO trustees met at the first CIO Trustee meeting on Thursday 7th November & determined that, in order to comply with the undertaking given, the first meeting would be 19th December 2024 & that the vote should be by ballot.
Candidates would be invited to submit their names, and addresses, with a brief paragraph(s) of description. There will be a cut-off point on Thursday 12th December - 7 days before the date of the ballot (to allow ballot papers to be prepared, and any questions about eligibility to be resolved). The OVT will need to keep the addresses for the purposes of the ballot, but addresses would not go on the ballot paper. It would be for candidates to decide whether to include their addresses (indeed any other personal information) in their election notices.
The 19th December meeting will operate rather like a polling station: members would simply come in at a time which suited them, and after confirming their residency in Oxshott will be given a ballot paper so they can cast their vote, and resume their busy pre- Christmas schedules. The meeting will be open from 12noon to 2pm & 5pm to 9pm on 19th December 2024.
The result will be communicated through the website and local noticeboards.
